Spurs had been pressing to secure the Chelsea defender on loan, but Disasi has now rejected the move in favour of joining Aston Villa.
An agreement has been reached for the 26-year-old to head to Villa Park on loan until the end of the season, with a £5 million loan fee included.
He will become Unai Emery's fifth signing of the month, following deals for Marcus Rashford and Marco Asensio.
These loan signings come after earlier permanent deals for Donyell Malen and Andres Garcia.
Disasi’s arrival follows late interest from Spurs, although the defender was always determined to join Emery’s side.
This move comes as Radu Dragusin has been ruled out for the remainder of the current campaign, deepening the injury crisis for Ange Postecoglou.
The Romanian international has torn his ACL.
Dragusin was forced off just 21 minutes after coming on in Spurs' Europa League fixture against Elfsborg last Thursday.
The 23-year-old then missed Tottenham's 2-0 win at Brentford on Sunday afternoon as a result of the knee injury.
His absence exacerbates the growing list of injuries in north London, with Cristian Romero also expected to be out for a further three weeks.
Meanwhile, centre-back Micky van de Ven has made a gradual return to action, with players like Archie Gray having to step in at the back in recent matches.
Elsewhere, Dominic Solanke and Guglielmo Vicario are among seven other injured Spurs players.
Postecoglou now faces a tense wait for any new signings before the 11pm deadline.
He could still secure Mathys Tel on loan from Bayern Munich after Manchester United withdrew from the race.
Earlier, Spurs had failed with a deadline-day move for Crystal Palace’s Marc Guehi.
Postecoglou saw a late £70 million bid for the England centre-back rejected by their London rivals.
Instead, his only January signings have been Antonin Kinsky and Kevin Danso.
The latter has joined on loan from Lens after Spurs successfully hijacked Wolves’ move for the Austrian international.
Meanwhile, Kinsky has already made six appearances since joining from Slavia Prague at the start of the window.
