Japan Signals Shift to Growth-Focused Fiscal Policy

Japanese Prime Minister Sanae Takaichi has unveiled plans to overhaul the country’s fiscal strategy, replacing the current annual fiscal consolidation target with a multi-year framework aimed at stimulating economic growth. The move marks a significant shift from past administrations, which prioritised strict annual budgetary discipline to maintain market confidence.

In her address to parliament, Takaichi also called on the Bank of Japan (BOJ) to exercise caution on interest rate hikes, suggesting that monetary policy should support domestic demand and investment-led growth rather than tighten prematurely. She further indicated that a future reduction in the sales tax remains a possibility, highlighting her administration’s willingness to use flexible fiscal tools to encourage spending and investment.

Japan faces a mounting debt burden, with public debt standing at roughly twice the size of its GDP, making fiscal manoeuvres particularly sensitive. Analysts warn that while the government seeks to spur growth, balancing investment-led expansion with financial stability will be a delicate task. “Takaichi is betting that growth can outrun the shadow of Japan’s fiscal mountain,” noted one economist.
