Senior executives within Kenya’s energy sector have stepped down after being accused of manipulating fuel stock data and facilitating the procurement of an emergency fuel shipment described as substandard and excessively priced, according to a statement released on Saturday by the office of President William Ruto.
The president accepted the resignation of Mohamed Liban, who served as the principal secretary for petroleum. In a related development, the Kenya Pipeline Company confirmed that its managing director, Joe Sang, had also resigned. Additionally, Daniel Kiptoo Bargoria, the director general of the Energy and Petroleum Regulatory Authority, has stepped down from his position.
Authorities have initiated a formal investigation into alleged irregularities affecting Kenya’s petroleum supply chain. The probe focuses on claims that fuel stock data was deliberately altered to justify the emergency importation of petroleum products.
According to the government, the manipulated data created the impression of a looming fuel shortage, despite the country maintaining active supply contracts with Saudi Aramco Trading Fujairah, ADNOC Global Trading Ltd, and Emirates National Oil Company Singapore Ltd. Officials stated that these companies were fully meeting their contractual obligations at the time.
The government further alleged that the emergency fuel shipment was acquired at inflated prices and failed to meet required quality standards. It noted that the rates paid for the cargo were significantly higher than those agreed upon under existing contracts.
Officials believe the situation may have been engineered to take advantage of rising global oil prices and public concern over potential fuel shortages, thereby creating a misleading perception of an imminent supply crisis.
The investigation comes against the backdrop of heightened fuel supply concerns linked to tensions involving Iran, which have had a ripple effect on global energy markets. Authorities confirmed that administrative measures have been taken against other officials, and several arrests have been made by investigative agencies, although the identities of those detained have not been disclosed. No formal charges have been announced at this stage.
