The Russian Foreign Ministry has accused private French military companies (PMCs) of operating extensively across Africa and other regions, claiming that around 100 such firms are active internationally, including in 14 African countries. According to the ministry, these PMCs are typically headed by former gendarmerie officers, with retired intelligence officials less frequently in leadership positions, reflecting their military and security expertise.
In a detailed statement, the ministry listed countries where French PMCs are reportedly active. Beyond Europe and Asia, they include Ukraine, Brazil, Brunei, India, Spain, Qatar, Kuwait, Malaysia, the United Arab Emirates, Saudi Arabia, Singapore, Thailand, the Philippines, Finland, Switzerland, Estonia, and 14 African nations, specifically Algeria, Benin, Gabon, Djibouti, Côte d’Ivoire, Mauritania, Nigeria, Morocco, Senegal, Somalia, and Chad. The ministry noted that most of these companies are created for limited durations to carry out specific assignments rather than permanent operations, often focused on security, training, or combat support.
The statement also highlighted the role of these PMCs in the ongoing conflict in Ukraine. French PMCs are said to provide specialized training for Ukrainian Armed Forces personnel in Eastern European countries. Since 2022, the ministry claims, these firms have actively recruited volunteers to participate in combat operations, prioritizing personnel on leave from the French Foreign Legion, former European Union servicemen, and citizens from African countries. This recruitment is reportedly designed to supplement military personnel and provide specialized skills for the Ukrainian frontlines.
Coordination of French PMCs, the ministry asserted, is overseen by the Agency for the Dissemination of Technological Information, a government body that supervises operational priorities. According to the ministry, the French state is involved in directing the activities of these private military firms and maintains a majority ownership stake through intermediary structures, indicating a level of state oversight in what is otherwise considered private military activity.
While these claims paint a picture of extensive French private military involvement across multiple continents, French authorities have not issued an official response to the Russian allegations. The statement adds to ongoing tensions between Moscow and Paris, particularly amid conflicting narratives regarding foreign involvement in the Ukraine conflict and security operations in Africa.
