Authorities also confirmed that a dog died in the incident as emergency crews launched a large-scale overnight search operation.

BOAT CAPSIZES NEAR ALCATRAZ

The accident occurred off the coast of Alcatraz Island, one of San Francisco's best-known tourist attractions and the site of the historic former federal prison.
The three-deck pontoon vessel overturned in the waters of San Francisco Bay for reasons that remain under investigation.
Officials said the boat was almost completely submerged when rescue teams arrived at the scene.

RESCUE OPERATION LAUNCHED

Emergency responders rescued 16 people from the water while one person was confirmed dead.
Three others remain missing, prompting an extensive search involving multiple emergency agencies.
The United States Coast Guard joined local police and fire departments in the operation, deploying boats, helicopters and aircraft to search the surrounding waters.

INITIAL FIRE REPORTS NOT CONFIRMED

San Francisco Fire Chief Dean Crispen said emergency crews were initially dispatched following reports of a boat fire near Alcatraz Island at about 3:35 p.m. local time.
However, after reaching the scene, responders found no evidence that a fire had occurred.
Instead, they discovered the vessel capsized with its engine still running and leaking fuel into the bay.

SEARCH CONTINUES FOR MISSING PASSENGERS

Authorities continued searching throughout the night using thermal imaging technology, tide prediction systems and search modelling tools.
San Francisco Fire Department Lieutenant Elias Mariano said the specialised equipment was helping rescue teams identify the most likely areas where the missing individuals could be located.
Officials said search efforts would continue until all missing persons are accounted for.

INVESTIGATION UNDERWAY

Authorities have not yet determined what caused the vessel to capsize.
The pontoon boat was privately owned, and investigators are still working to establish where it was travelling before the accident.
Officials also confirmed that the identity of the deceased has not yet been released pending notification of family members.

ALCATRAZ AREA KNOWN FOR CHALLENGING WATERS

Alcatraz Island lies about 1.6 kilometres from the San Francisco shoreline and is surrounded by cold Pacific waters and powerful currents.
The island's former federal prison became famous for being considered nearly impossible to escape because of the difficult water conditions.
Authorities say those same conditions continue to make rescue operations in the area particularly challenging.
