Mali’s army, supported by Russian paramilitary forces, has regained control of the northern town of Kidal after Tuareg separatist fighters withdrew. The Azawad Liberation Front said it carried out a strategic withdrawal and accused Russian forces of using extensive air power. The recapture is a symbolic boost for Mali’s military government, but analysts say it does not represent a decisive victory because jihadist and separatist groups remain active across the country. Human rights organisations have also raised concerns over alleged abuses and civilian deaths during military operations.
Mali Army Regains Control Of Kidal With Russian Support
Mali’s army, backed by Russian paramilitary forces, has regained control of the northern town of Kidal after Tuareg separatist fighters withdrew from the strategically important area.
The withdrawal was announced by the Azawad Liberation Front (FLA), which said it had carried out a “strategic and controlled withdrawal” of its forces from the town.
The FLA said the withdrawal took place without direct fighting between its forces and the Malian army. However, a spokesperson accused Russian forces from the Africa Corps of making extensive use of air power during the operation.
The development represents an important symbolic moment for Mali’s military government, which has been trying to reassert state control over northern areas where separatist and jihadist groups have operated for years.
KIDAL RETURNS TO GOVERNMENT CONTROL
Kidal is located in northern Mali and has long been an important centre for Tuareg separatist movements.
The town has considerable political and strategic significance because of its location in the north and its association with the long running conflict between the Malian state and Tuareg groups seeking greater autonomy or independence.
The return of government forces therefore gives Mali’s military authorities an opportunity to demonstrate that the army can re-establish its presence in territory that has frequently been outside effective government control.
However, controlling the town does not necessarily mean that the wider conflict has been resolved.
TUAREG FIGHTERS WITHDRAW
The Azawad Liberation Front said its forces had withdrawn in a controlled manner rather than being defeated in a direct ground battle.
The group said the withdrawal followed what it described as disproportionate use of air power by Russian paramilitary personnel operating with the Malian forces.
The statement highlights the growing role of Russian military support in Mali’s operations against armed groups.
The FLA has been fighting for years for an independent or autonomous state in northern Mali, where many Tuareg communities live.
Its struggle is rooted in longstanding political, ethnic and territorial grievances involving the relationship between northern communities and Mali’s central government.
KIDAL HAS BEEN A SYMBOL OF THE NORTHERN CONFLICT
Kidal has repeatedly changed hands or remained outside effective government control during periods of conflict.
The town became particularly important to the Tuareg separatist movement because it served as a political and military centre for groups seeking greater control over northern Mali.
Its capture or recapture therefore carries significance beyond the town itself.
For Mali’s military government, restoring control over Kidal can be presented as evidence that the state is recovering territory and strengthening the national army.
For separatist groups, however, the withdrawal does not necessarily mean that their broader campaign has ended.
JIHADIST GROUPS ALSO OPERATE IN NORTHERN MALI
The struggle over northern Mali involves more than the government and Tuareg separatists.
Jihadist organisations, including Jama’at Nusrat al Islam wal Muslimin (JNIM), which is linked to al Qaeda, have also established a presence in parts of the country.
The Islamic State has also operated in Mali and the wider Sahel region.
These groups have taken advantage of instability, weak state presence and longstanding local grievances to expand their influence in some areas.
This has made the security situation particularly complicated, as government forces can face separatists and jihadist groups with different objectives.
HOW MALI’S MILITARY GOVERNMENT CAME TO POWER
Mali has been governed by a military junta since a series of coups in 2020 and 2021.
The military authorities took power amid widespread political and security problems and later strengthened their control over the country.
The junta has subsequently moved away from several traditional Western security partnerships and developed closer military ties with Russia.
Russian paramilitary personnel have played an increasingly visible role alongside Malian forces as the government attempts to fight armed groups across the country.
RUSSIAN SUPPORT HAS BECOME CENTRAL TO MALI’S SECURITY STRATEGY
The Malian government has relied increasingly on Russian support as it seeks to strengthen its military capabilities.
The partnership has included Russian personnel operating with Malian forces during military operations against jihadist and separatist groups.
The use of Russian support has become particularly significant since Mali reduced its reliance on some Western and regional security partners.
The recapture of Kidal therefore provides both a military and political benefit for the junta, allowing it to demonstrate that its new security strategy can produce territorial gains.
A SYMBOLIC VICTORY FOR THE JUNTА
Security analysts have described the recapture of Kidal as an important symbolic victory rather than a decisive turning point in Mali’s wider conflict.
Beverly Ochieng, associate director at Control Risks, said the operation strengthened the authority of the military led government and could improve morale within the Malian army after recent setbacks.
However, she also said that taking Kidal does not by itself resolve the broader conflict with jihadist and separatist groups.
The distinction is important because armed groups can continue operating outside major towns even when government forces regain control of strategically important locations.
SECURITY CHALLENGES REMAIN ACROSS MALI
Mali continues to face serious security challenges in both northern and central parts of the country.
Jihadist groups have carried out attacks against military and civilian targets, while separatist organisations have maintained longstanding demands over the political future of northern Mali.
The government's ability to hold Kidal will therefore be as important as its ability to recapture the town.
Maintaining control requires personnel, supplies, intelligence and the ability to protect local communities from attacks.
If those conditions are not maintained, armed groups could attempt to return or increase their operations in surrounding areas.
CONCERNS OVER CIVILIAN CASUALTIES
The conflict has also generated serious concerns about the treatment of civilians.
Human rights organisations have accused Malian forces and Russian paramilitary personnel of killing civilians during military operations.
Armed groups operating in the country have also faced accusations of serious abuses, including violations of international humanitarian law.
All sides have been accused of conduct that could amount to war crimes.
These allegations have added another dimension to Mali’s security crisis because military operations intended to defeat armed groups can also create new grievances if civilians are harmed.
WHAT THE KIDAL OPERATION MEANS
The return of the Malian army to Kidal strengthens the government’s physical presence in one of the country’s most politically significant northern towns.
It also gives the junta a major opportunity to portray the operation as evidence of improved military capability and stronger national control.
However, the development does not end Mali’s wider security crisis.
Tuareg separatists remain active, jihadist groups continue to operate across parts of the country, and concerns over civilian safety remain.
The longer term significance of the operation will therefore depend on whether the Malian government can maintain control of Kidal, protect civilians and prevent armed groups from regaining influence in the surrounding region.
