Chinese President Xi Jinping has called for greater international cooperation on artificial intelligence, urging countries to ensure AI benefits all nations rather than being dominated by a few. Speaking at the World Artificial Intelligence Conference in Shanghai, he also announced new global AI partnerships and stressed the need for responsible regulation and human oversight of the technology.
Xi Jinping calls for global cooperation as China pushes new AI partnerships
Chinese President Xi Jinping has called for stronger international cooperation on artificial intelligence (AI), warning that no single country should dominate the future of one of the world's fastest-growing technologies.
Speaking at the opening of the World Artificial Intelligence Conference (WAIC) in Shanghai, Xi urged countries to work together to ensure AI benefits everyone rather than becoming a source of global inequality or geopolitical rivalry.
His remarks come as competition between China and the United States over AI leadership continues to intensify.
CHINA URGES SHARED DEVELOPMENT OF AI
Addressing government officials, technology executives and researchers from around the world, Xi said AI should be developed through international collaboration rather than competition.
He described AI development as a "symphony of international cooperation" and warned against allowing technological advances to create new forms of global injustice.
According to Xi, developing countries should have equal opportunities to access AI technology, knowledge and innovation.
NEW GLOBAL AI ORGANISATION ANNOUNCED
China also announced plans to strengthen cooperation with international organisations and emerging economies across Asia, Africa, Latin America and the BRICS bloc.
Officials confirmed that representatives from 29 countries had signed an agreement to establish the World AI Cooperation Organization, which will be headquartered in Shanghai.
The organisation aims to promote international collaboration, develop common standards and improve global governance of artificial intelligence.
Countries supporting the initiative include Russia, Brazil, Cuba, Venezuela, Belarus, Serbia and several African and Asian nations.
XI CALLS FOR RESPONSIBLE USE OF AI
The Chinese president stressed that artificial intelligence should remain under human control.
He called for stronger laws, regulatory systems, technological monitoring and emergency response mechanisms to ensure AI is used safely and responsibly.
Xi said governments must adopt a people-centred approach that protects society while encouraging innovation.
GLOBAL AI RIVALRY CONTINUES
The conference comes at a time of growing technological competition between China and the United States.
Both countries are investing heavily in artificial intelligence, with AI increasingly viewed as a strategic technology capable of shaping future economic growth, military capabilities and national security.
Chinese AI companies have attracted growing international attention by developing competitive AI models at lower costs than many Western alternatives.
Meanwhile, the United States and the European Union have introduced restrictions on certain technology exports to China, citing national security concerns.
CONCERNS OVER AI SECURITY
Xi also warned against expanding national security restrictions in ways that limit international cooperation.
He urged countries to avoid placing their own security interests above those of the global community.
His comments come amid increasing concerns about the use of AI in cyberattacks, military operations, misinformation campaigns and criminal activities.
Experts worldwide have repeatedly called for international rules governing the safe development and deployment of artificial intelligence.
SHANGHAI HOSTS MAJOR TECHNOLOGY SHOWCASE
The four-day World Artificial Intelligence Conference has attracted more than 1,000 exhibitors from Chinese technology companies alongside international researchers and policymakers.
Thousands of advanced technology products are being displayed, including autonomous smartphones and other AI-powered innovations.
Among the high-profile participants are United Nations Secretary-General António Guterres, Cambodian Prime Minister Hun Manet and senior officials from several countries.
The conference highlights China's ambition to position itself as a leading force in shaping the future of artificial intelligence while promoting broader international cooperation.
