Rwanda and the US-based artificial intelligence company Anthropic have entered into a three-year memorandum of understanding aimed at integrating AI technology across the country’s education, health, and public sector systems. The agreement was confirmed in a statement issued by Rwanda’s Ministry of Information and Communications Technology and Innovation, highlighting the government’s commitment to leveraging emerging technologies to advance national development goals. The partnership represents a significant step in Rwanda’s ongoing efforts to become a regional leader in digital innovation and the use of AI to improve public services and governance.
Paula Ingabire, Rwanda’s minister of information and communications technology and innovation, described the collaboration as a key milestone in the nation’s AI journey. She emphasized that the government’s objective is to design and deploy AI solutions that are scalable at a national level, with the goal of strengthening the education system, improving health outcomes, and enhancing governance structures, all while taking into account Rwanda’s unique social and economic context. According to Ingabire, the initiative reflects Rwanda’s broader strategy of integrating AI in ways that address local challenges and directly benefit its citizens.
Anthropic, in its statement, noted that this agreement marks its first formalized multi-sector partnership with a government on the African continent. The company also highlighted that the collaboration builds on a previous education partnership announced in November 2025. Through that earlier initiative, Rwanda had received 2,000 Claude Professional licenses for educators, along with AI literacy training programs for public servants. Additionally, a Claude-powered learning companion was deployed across eight African countries, providing an interactive and AI-enhanced educational experience for students in the region.
The current memorandum expands the scope of cooperation to include three major focus areas. One key area is health, where the partnership aims to support the national goals of Rwanda’s Health Ministry, including the elimination of cervical cancer, reducing malaria incidence, and lowering maternal mortality rates. By integrating AI tools into health programs, the government hopes to improve data analysis, streamline patient care, and enhance decision-making processes across the healthcare system. Another focus area is education, where AI-powered solutions will continue to assist teachers, provide learning companions for students, and improve overall educational outcomes. The third area covers the public sector, where AI applications will help optimize governance, improve service delivery, and increase efficiency in administrative functions.
Through this collaboration, Rwanda and Anthropic aim to demonstrate how AI can be applied strategically at a national level to tackle pressing social challenges while also preparing the country for a future where technology plays a central role in economic development, education, and healthcare innovation. The partnership signals Rwanda’s determination to be at the forefront of AI adoption in Africa, combining international expertise with local knowledge to create sustainable and impactful technological solutions.
